Announcement of the General Policies on Science and Technology by the Supreme Leader

The Supreme Leader of the Revolution announced the general policies of "Science and Technology"

In implementation of Clause 1 of Article 110 of the Constitution, His Eminence Ayatollah Khamenei, the Supreme Leader of the Islamic Revolution, announced the general policies of "Science and Technology," which were determined after consultation with the Expediency Discernment Council.

According to the Public Relations and International Affairs of Lorestan University, the text of the general policies of science and technology, which has been communicated to the heads of the three branches of government and the head of the Expediency Discernment Council, is as follows:

In the name of God, the Most Gracious, the Most Merciful

General Policies of Science and Technology (Higher Education, Research, and Technology System)

1- Continuous scientific jihad with the aim of gaining scientific and technological authority in the world, with emphasis on:

1-1- Production of science and development of innovation and theorizing.

2-1- Improving the country's global position in science and technology and transforming Iran into the scientific and technological hub of the Islamic world.

3-1- Development of basic sciences and fundamental research.

4-1- Transformation and improvement of humanities, especially deepening the knowledge of religious teachings and the foundations of the Islamic Revolution with: strengthening the position and status of these sciences, attracting talented and motivated individuals, reforming and reviewing texts, programs, and educational methods, and improving the quantity and quality of related research centers and activities.

5-1- Achieving advanced sciences and technologies with special policy-making and planning.

2- Optimizing the performance and structure of the country's educational and research system in order to achieve the goals of the Vision Document and scientific flourishing with emphasis on:

1-2- Knowledge and research management and integration in policy-making, planning, and strategic supervision in the field of science and technology, and continuous improvement of indicators and updating the comprehensive scientific map of the country, considering scientific and technical developments in the region and the world.

2-2- Reforming the student admission system and paying special attention to the talent and interests of students in choosing their field of study and increasing the entry of students into postgraduate courses.

3-2- Organizing and strengthening the systems of supervision, evaluation, accreditation, and ranking in the fields of science and technology.

4-2- Organizing a comprehensive and efficient national system of scientific, research, and technological statistics and information.

5-2- Supporting the establishment and development of science and technology parks.

6-2- Fair distribution of opportunities and facilities for education and research in higher education throughout the country.

7-2- Identifying elites, nurturing brilliant talents, and preserving and attracting human capital.

8-2- Increasing the research and development budget to at least 4% of the gross domestic product by the end of 2025, with emphasis on optimal use of resources and improving productivity.

3- Governing Islamic principles, values, ethics, and standards in the higher education, research, and technology system and realizing the Islamic university with emphasis on:

1-3- Paying attention to the Islamic education system and the principle of nurturing alongside education and research, and improving the spiritual and mental health of students and their political awareness and vitality.

2-3- Training professors and students who believe in Islam, possess moral virtues, act according to Islamic laws, are committed to the Islamic Revolution, and are interested in the advancement of the country.

3-3- Preserving Islamic standards and cultural and social values in the use of science and technology.

4- Strengthening national determination and increasing social understanding of the importance of science and technology development:

1-4- Strengthening and expanding the discourse of science production and the software movement in the country.

2-4- Promoting the spirit of vitality, hope, self-belief, systematic innovation, scientific courage, teamwork, and work ethic.

3-4- Establishing theorizing chairs and strengthening the culture of knowledge-based business and the exchange of ideas and the clash of ideas, scientific free thought.

4-4- Improving the status and improving the livelihoods of professors, researchers, and students, and the employment of graduates.

5-4- Reviving the scientific and cultural history of Muslims and Iran and modeling the luminaries and successful figures in the field of science and technology.

6-4- Expanding targeted material and spiritual support for elites and innovators and activities in the field of science and technology.

5- Creating a transformation in the relationship between the higher education, research, and technology system with other sectors, with emphasis on:

1-5- Increasing the share of science and technology in the national economy and income, increasing national capacity, and improving efficiency.

2-5- Material and spiritual support for the process of turning an idea into a product and increasing the share of production of advanced knowledge-based products and services and domestic technology in the gross domestic product with the aim of achieving a 50% share.

3-5- Strengthening and deepening the connection between the seminary and the university and strengthening continuous strategic cooperation.

4-5- Regulating the reciprocal relationship between education and employment and adapting the levels and fields of study to the comprehensive scientific map of the country and the needs of production and employment.

5-5- Determining priorities in education and research, considering the advantages, capacities, and needs of the country and the requirements for achieving the first scientific and technological position in the region.

6-5- Supporting intellectual and spiritual property and completing the relevant infrastructure, laws, and regulations.

7-5- Increasing the role and participation of non-governmental sectors in the field of science and technology and improving the share of endowments and charities in this field.

8- 5- Developing and strengthening national and international communication networks between universities, scientific centers, scientists, and researchers, and domestic and foreign technology development and innovation companies, and expanding cooperation at the governmental and non-governmental levels, with priority given to Islamic countries.

6– Expanding cooperation and active, constructive, and inspiring interaction in the field of science and technology with other countries and reputable regional and global scientific and technical centers, especially the Islamic world, along with strengthening the country's independence, with emphasis on:

1-6- Developing industries and services based on new sciences and technologies and supporting the production and export of knowledge-based products and relying on indigenous technologies, especially in areas with advantages and capacities, by reforming the country's import and export.

2-6- Paying attention to technology transfer and acquiring design and manufacturing knowledge for the production of products inside the country by using the capacity of the national market in the consumption of imported goods.

3-6- Using the scientific and technical capacities of Iranians residing abroad and attracting prominent experts and researchers from other countries, especially Islamic countries, as needed.

4-6- Transforming Iran into a center for registering scientific articles and attracting the results of research by researchers, scientific elites, and innovators from other countries, especially the Islamic world.
