The "Fouad" (Administrative Emergencies) system, with the USSD code 128, is a direct channel for the immediate registration of public reports and complaints, ensuring prompt follow-up on issues related to delays, inconsistencies, and inappropriate conduct in the service delivery of executive agencies.

The primary objective of Fouad is to expedite the response process, enhance transparency, and establish a direct communication channel between citizens and executive structures.

Each report, upon registration, receives a tracking code and is followed up until a resolution is achieved.
